<p>A New York assemblyman whose daughter is alive because of two kidney transplants wants his state to become the first in the nation to pass laws that would presume people want to donate their organs unless they specifically say otherwise.</p>
<p>Assemblyman Richard Brodsky believes the &#8220;presumed consent&#8221; measures would help combat a rising demand for healthy organs by patients forced to wait a year or more for transplants. Twenty-four European countries already have such laws in place, he said.</p>
<p>If he succeeds, distraught families would no longer be able to override their loved ones&#8217; decisions to donate upon their death. And eventually, hospitals would be able to assume the deceased consented to have his or her organs harvested, unless the person refused in writing.</p>
<p>Brodsky&#8217;s interest in organ donation is personal; his 18-year-old daughter, Julianne &#8220;Willie&#8221; Brodsky, received a kidney four years ago from a donor who was struck by lightning and an earlier transplant from her mother.</p>
<p>&#8220;People&#8217;s survival should not rest on acts of God alone,&#8221; said the elder Brodsky, a Westchester County Democrat.</p>
<p>Advocates say the availability of healthy donor organs is low just about everywhere nationwide, where 106,000 people are on a waiting list that averages three to four years for each type of organ.</p>
<p>But serious emotional, medical and ethical concerns worry families, who currently can stop organ harvests even if their loved ones agree to donate. So New York will move slowly, Brodsky said.</p>
<p>The state Department of Motor Vehicles says that 95 percent of the 2 million donors on New York&#8217;s donor registry come from driver&#8217;s licenses. The shortage occurs because the need is constant and many donors sign up when they are young, meaning any organ harvest can be years away.</p>
<p>Presumed consent, opponents say, could force someone to become a donor against their will. It also might lead patients viewed as prospective donors to worry about how hard a medical team will work to save them if there is a greater benefit to harvesting the organs.</p>
<p>Arthur Caplan, director of the Center for Bioethics at the University of Pennsylvania, knows those arguments.</p>
<p>&#8220;There is a keen interest in trying to do something about the shortage of organs,&#8221; he said, noting a consent effort surfaced last year Delaware, but stalled. &#8220;Just redoubling efforts to get people using donor cards isn&#8217;t working.&#8221;</p>
<p>He said advances in medicine, a proliferation of transplant centers and longer life spans are driving demand, while supply is fairly static. Advocates say more than a dozen people on the national waiting list die each day.</p>
<p>&#8220;I think about it a lot,&#8221; said Kathe LeBeau, 51, of Latham, N.Y. She&#8217;s had kidney disease since she was 45, is on dialysis and has been waiting three years on the list for a kidney donation. &#8220;I can&#8217;t hardly wait for the call.&#8221;</p>
<p>Presumed consent, especially compared to another possible option of creating a legal organ market, can work in the United States as it has successfully in Europe, Caplan said.</p>
<p>&#8220;I have been arguing since 1983 for presumed consent &#8230; Spain, Austria, and Belgium shows success and it works and people don&#8217;t feel they aren&#8217;t given a fair chance to say &#8216;no,&#8217;&#8221; he said.</p>
<p>Still, he said a system that defaults to harvesting everyone&#8217;s organs will be a hard sell, and prompt misconceptions.</p>
<p>A 2008 bill in Delaware would have created an opt-out organ donation program but never got out of committee. Opponents called it an intrusion into people&#8217;s privacy that treated organs as commodities.</p>
<p>New York&#8217;s presumed consent would come in stages. The primary bill, which has strong support, would end what Brodsky said is a common practice by upset relatives who override the checkoffs of driver&#8217;s licenses and other documents executed by deceased donors.</p>
<p>This would enable hospitals to more quickly prepare a body for organ removal.</p>
<p>&#8220;We&#8217;ve lost literally thousands of organs in the confusion,&#8221; Brodsky said.</p>
<p>The next step is far more controversial. In a separate bill, drivers would check a box saying they don&#8217;t want to donate organs. If the box is not checked, it is presumed the driver wants to donate. Brodsky says he would revisit the opt-out bill if the primary bill is made law.</p>
<p>Some national organ donor organizations refuse to take positions on the opt-out proposal. So far, neither bill has a sponsor in the state Senate, also controlled by Democrats. The session ends June 21, but remains dominated by the late state budget that was due April 1.</p>

<p>WASHINGTON &#8212; Remember the Pentagon Office of Special Plans that helped collect dubious intelligence that led to the war in Iraq? Or the program where the Pentagon <a href="http://rawstory.com/2009/2009/10/pentagon-officials-confirm-bush-propaganda-program-ended/">secretly briefed military analysts</a> to promote the Iraq war?</p>
<p>Meet the would-be Office of Strategic Deception.</p>
<p>In a little-noticed report earlier this month, the Defense Department&#8217;s powerful Defense Science Board recommended creation of an entity designed solely for &#8220;strategic deception&#8221; against US adversaries.</p>
<p>&#8220;Specifically,&#8221; <a href="http://www.acq.osd.mil/dsb/reports/2010-10-Capability_Suprise_Vol_2.pdf">the report reads (pdf)</a>, &#8220;we recommend that the Secretary [of Defense] task both the Under Secretaries of Defense for Policy and Intelligence, and the Joint Staff, working with the Office of the Director of National Intelligence, to create a tiger team to lay out courses of action and a way ahead for establishing a standing strategic surprise/deception entity. Once the initial work has been completed, all parts of the interagency should be brought into this effort.&#8221;</p>
<p>&#8220;Strategic deception has in the past provided the United States with significant advantages that translated into operational and tactical success,&#8221; it continues. &#8220;Successful deception also minimizes U.S. vulnerabilities, while simultaneously setting conditions to surprise adversaries.&#8221;</p>
<p>Deception is a common war-time tactic nations use to gain a leg up on their enemies, but as <a href="http://www.wired.com/dangerroom/2010/01/pentagon-report-calls-for-office-of-strategic-deception/"><em>Wired</em> notes</a>, the Pentagon apparently believes the United States must begin engaging in strategic tricks even before it wages war against another country.</p>
<p>&#8220;Deception cannot succeed in wartime without developing theory and doctrine in peacetime,&#8221; the DSB report reads. &#8220;In order to mitigate or impart surprise, the United States should [initiate] deception planning and action prior to the need for military operations.&#8221;</p>
<p>And such attempts at strategic trickery must occur at virtually every stage in the United States&#8217; dealings with other nations, the Pentagon&#8217;s science board says.</p>
<p>&#8220;Denial and deception efforts will be included from the onset, factors into both intelligence and response research and development activities at every stage, including war gaming.&#8221;</p>
<p>The DSB report was first flagged by <a href="http://insidedefense.com/">InsideDefense.com</a>.</p>
<p>In 2003, <em>New Yorker</em> reporter Seymour Hersh <a href="http://www.newyorker.com/archive/2003/05/12/030512fa_fact">highlighted</a> the Office of Special Plans, a closely guarded cabal that did an end-run around the Pentagon to collect purported intelligence suggesting that Saddam Hussein had ties to al Qaeda and weapons of mass destruction.</p>
<p>&#8220;They call themselves, self-mockingly, the Cabal—a small cluster of policy advisers and analysts now based in the Pentagon’s Office of Special Plans,&#8221; Hersh wrote. &#8220;In the past year, according to former and present Bush Administration officials, their operation, which was conceived by Paul Wolfowitz, the Deputy Secretary of Defense, has brought about a crucial change of direction in the American intelligence community. These advisers and analysts, who began their work in the days after September 11, 2001, have produced a skein of intelligence reviews that have helped to shape public opinion and American policy toward Iraq. They relied on data gathered by other intelligence agencies and also on information provided by the Iraqi National Congress, or I.N.C., the exile group headed by Ahmad Chalabi.</p>
<p>&#8220;According to the Pentagon adviser, Special Plans was created in order to find evidence of what Wolfowitz and his boss, Defense Secretary Donald Rumsfeld, believed to be true—that Saddam Hussein had close ties to Al Qaeda, and that Iraq had an enormous arsenal of chemical, biological, and possibly even nuclear weapons that threatened the region and, potentially, the United States,&#8221; Hersh added.</p>
<p>Late last year, Raw Story&#8217;s Brad Jacobson <a href="http://rawstory.com/2009/2009/10/bryan-whitman-2/">revealed evidence</a> that directly tied the activities undertaken in the military analyst program under President George W. Bush &#8212; where analysts were briefed to promote the Iraq war &#8212; to an official US military document’s definition of psychological operations. Such propaganda that is only supposed to be directed toward foreign audiences.</p>
<p>Pentagon spokesman Bryan Whitman, who remains a spokesman for the Pentagon today, told Raw Story the program was intended only to &#8220;inform.&#8221;</p>
<p>Whitman said he stood by an earlier statement in which he averred “the intent and purpose of the [program] is nothing other than an earnest attempt to inform the American public.”</p>

<div>Kurt Haskell of Newport, Mich., <a href="http://www.mlive.com/news/detroit/index.ssf/2009/12/commenter_says_he_was_aboard_n.html">who posted an earlier comment about his experience</a>, talked exclusively with MLive.com and confirmed he was on the flight by sending a picture of his boarding pass. He and his wife, Lori, were returning from a safari in Uganda when they boarded the NWA flight on Friday.</div>

<div>Haskell said he and his wife were sitting on the ground near their boarding gate in Amsterdam, which is when they saw <a href="http://www.mlive.com/news/detroit/index.ssf/2009/12/who_is_umar_farouk_abdul_mutal.html">Mutallab</a> approach the gate with an unidentified man.</div>
<div>Kurt and Lori Haskell are attorneys with <a href="http://www.haskelllawfirm.com/">Haskell Law Firm</a> in Taylor. Their expertise includes bankruptcy, family law and estate planning.</div>
<div>While Mutallab was poorly dressed, his friend was dressed in an expensive suit, Haskell said. He says the suited man asked ticket agents whether Mutallab could board without a passport. “The guy said, &#8216;He&#8217;s from Sudan and we do this all the time.&#8217;”</div>
<div>Mutallab is Nigerian. Haskell believes the man may have been trying to garner sympathy for Mutallab&#8217;s lack of documents by portraying him as a Sudanese refugee.</div>
<div>The ticket agent referred Mutallab and his companion to her manager down the hall, and Haskell didn&#8217;t see Mutallab again until after he allegedly tried to detonate an explosive on the plane.</div>
<div>Haskell said the flight was mostly unremarkable. That was until he heard a flight attendant say she smelled smoke, just after the pilot announced the plane would land in Detroit in 10 minutes. Haskell got out of his seat to view the brewing commotion.</div>

<div>“I stood up and walked a couple feet ahead to get a closer look, and that&#8217;s when I <a href="http://www.mlive.com/news/detroit/index.ssf/2009/12/what_is_petn_the_agent_alleged.html">saw the flames,</a>” said Haskell, who sat about seven rows behind Mutallab. “It started to spread pretty quickly. It went up the wall, all the way to ceiling.”</div>
<div>Haskell, who described Mutallab as a diminutive man who looks like a teenager, said about 30 seconds passed between the first mention of smoke and when Mutallab was subdued by fellow passengers.</div>
<div>“He didn&#8217;t fight back at all. This wasn&#8217;t a big skirmish,” Haskell said. “<a href="http://www.mlive.com/news/detroit/index.ssf/2009/12/become_a_fan_of_jasper_schurin.html">A couple guys jumped on him</a> and hauled him away.”</div>
<div>The ordeal has Haskell and his wife a little shaken. Flight attendants were screaming during the fire and the pilot sounded notably nervous when bringing the plane in for a landing, he said.</div>
<div>“Immediately, the pilot came on and said two words: emergency landing,” Haskell said. “And that was it. The plane sped up instead of slowing down. You could tell he floored it.”</div>
<div>As Mutallab was being led out of the plane in handcuffs, Haskell said he realized that was the same man he saw trying to board the plane in Amsterdam.</div>
<div>Passengers had to wait about 20 minutes before they were allowed to exit the plane. Haskell said he and other passengers waited about six hours to be interviewed by the FBI.</div>
<p>About an hour after landing, Haskell said he saw another man being taken into custody. But a spokeswoman from the FBI in Detroit said Mutallab was the only person taken into custody.</p>

<p>“American officials have cause to worry there may be more al Qaeda-trained young men in Yemen planning to bring down American jets,” report <a rel="nofollow" href="http://abcnews.go.com/Blotter/abdulmutallab-yemen/story?id=9430536" target="_blank">Brian  Ross and Richard Esposito</a>. “Umar Farouk Abdulmutallab, charged with the attempted Christmas Day bombing of Northwest Airlines flight 253, told FBI agents there were more just like him in Yemen who would strike soon.”</p>
<p>And then there is the supposed tape released four days before the attempted underwear bombing. It shows what ABC describes as “the leader of al Qaeda in Yemen” who says he will kill Americans. “We are carrying a bomb to hit the enemies of God.”</p>
<p>“Yemen has become a principal al Qaeda training ground and the accused suicide bomber told the FBI he was trained for more than a month in Yemen, given 80 grams of a high explosive cleverly sewn into his underpants, undetected by standard security screening.”</p>
<p>On Sunday, the neocon <a rel="nofollow" href="http://thehill.com/blogs/blog-briefing-room/news/73651-lieberman-yemen-will-be-tomorrows-war-if-preemptive-action-not-taken" target="_blank">Joe  Lieberman</a> said the U.S. needs to bomb Yemen and pronto. “Iraq was yesterday’s war, Afghanistan is today’s war. If we don’t act preemptively, Yemen will be tomorrow’s war,” the “hawkish” (neocon) senator from Connecticut told Fox News.</p>
<p>Lieberman, who helms the Senate Homeland Security and Governmental Affairs Committee, said Yemen is the new home of al-Qaeda. A script on Yemen and al-Qaeda is now being uniformly followed by the corporate media.</p>
<p>Meanwhile, more suspicious information about the underwear bombing has surfaced. An eye witness told the news talk radio station <a rel="nofollow" href="http://www.620wtmj.com/news/local/80201152.html" target="_blank">620  WTMJ</a> in Milwaukee that a man had videotaped the  entire flight.</p>
<p>Patricia “Scotty” Keepman and her daughter witnessed the alleged botched bombing. Keepman’s “daughter said that ahead of them was a man who videotaped the entire flight, including the attempted detonation.”</p>
<p>“He sat up and videotaped the entire thing, very calmly,” said Patricia. “We do know that the FBI is looking for him intensely. Since then, we’ve heard nothing about it.”</p>
<p>On Saturday it was <a rel="nofollow" href="http://www.mlive.com/news/detroit/index.ssf/2009/12/flight_253_passenger_says_at_l.html" target="_blank">reported</a> that a “sharp-dressed man” had escorted Umar Farouk Abdul Mutallab when he boarded Northwest Airlines Flight 253 in Amsterdam. Mutallab was allowed on the plane without a passport. It was later reported that Mutallab <a rel="nofollow" href="http://www.dailymail.co.uk/news/article-1238810/Alarm-bells-went-unheeded-Even-bombers-father-named-fanatic.html" target="_blank">seemed  to be in a trance</a>.</p>
<p>The alleged videotaping of the underwear bomber and his fudged attack is another oddity that the corporate media should zoom in on. Unfortunately, we no longer have a functioning investigative media in this country.</p>
<p>Instead we will hear endless pabulum about a resurgent al-Qaeda and murderous idiocy from neocons like Joe Lieberman who are screaming for another small and defenseless country to be bombed and more innocents slaughtered as the U.S. chases a phantom terror group created by the CIA.</p>

<p>SITE is a known Israeli intelligence asset that makes a lot of money fleecing the American taxpayers and promulgating the scary and mythical al-Qaeda and jihadist threat. It is the ideological twin of <a rel="nofollow" href="http://www.sourcewatch.org/index.php?title=Middle_East_Media_Research_Institute" target="_blank">MEMRI</a>.</p>

According to this article, SAIS is a CFR cover. “CFR member Zbigniew Brzezinski is SAIS Robert E. Osgood Professor of American Foreign Policy…. CFR member Paul Wolfowitz, Ph.D. is SAIS Chairman and Dean.” As well, SAIS appears to be connected to the American Enterprise Institute, where the neocons get their criminal minds.</p></blockquote>

<p>“We will not rest until we find all who were involved and hold them accountable,” Mr. Obama told reporters during a break in his 10-day holiday vacation. “This was a serious reminder of the dangers that we face and the nature of those who threaten our homeland.”</p>
<p>He added that he had ordered reviews of the air navigation screening system and the terrorist watch list system. “The American people should be assured that we are doing everything in our power to keep you and your family safe and secure during this busy holiday season,” he said.</p>
<p>The president spoke after the branch of Al Qaeda in Yemen and Saudi Arabia claimed responsibility for the attempted attack and said it was in retaliation for recent American-backed attacks on its members in Yemen, according to the SITE Intelligence Group, which tracks militant Islamist Web sites.</p>
<p>In a statement issued on jihadist forums, Al Qaeda in the Arabian Peninsula boasted the success of the “Nigerian brother” in breaking through security barriers and of its own explosives technology, SITE reported. Federal authorities say <a title="More articles about Umar Farouk Abdulmutallab." href="http://topics.nytimes.com/top/reference/timestopics/people/a/umar_farouk_abdulmutallab/index.html?inline=nyt-per">Umar Farouk Abdulmutallab</a>, a 23-year-old Nigerian, tried to set off explosives aboard a trans-Atlantic Northwest Airlines flight approaching Detroit on Friday.</p>
<p>The Qaeda branch blamed a technical fault for the low-power detonation, according to SITE. The group has mounted attacks within Yemen and Saudi Arabia, and in 2004 it captured and beheaded a 49-year-old American engineer working in Riyadh, Paul M. Johnson Jr.</p>
<p>Government terror experts said the Qaeda claim was apparently legitimate.</p>
<p>“The statement is certainly credible,” one government official said, “and it reflects this group’s growing desire to strike beyond the Arabian peninsula.”</p>
<p>Mr. Abdulmutallab has told federal authorities that he received training and materials from a bomb expert in Yemen associated with Al Qaeda.</p>
<p>The government of Yemen said in a statement on Monday that Mr. Abdulmutallab had been in Yemen this year from early August to early December “after obtaining a visa to study Arabic at a language institute.”</p>
<p>The statement, issued by the Yemeni embassy in Washington, said Mr. Abdulmutallab had a valid United States visa and other foreign visas. “There was nothing suspicious about his intentions to visit Yemen, especially considering he had also visited the U.S. in the past,” the statement said.</p>
<p>Questions about how Mr. Abdulmutallab slipped through the aviation security system have been compounded by the Obama administration’s assertion over the weekend that “the system worked,” a judgment it reversed Monday.</p>
<p>Just hours before the president’s appearance — his first public remarks since arriving in Hawaii on Thursday — Secretary of Homeland Security <a title="More articles about Janet Napolitano." href="http://topics.nytimes.com/top/reference/timestopics/people/n/janet_napolitano/index.html?inline=nyt-per">Janet Napolitano</a> recalibrated the assessment she and another top official had offered on Sunday. Speaking on <a title="More articles about NBC Universal." href="http://topics.nytimes.com/top/news/business/companies/nbc_universal/index.html?inline=nyt-org">NBC</a>’s “Today” show, Ms. Napolitano said her remark had been taken out of context and that the thwarted bombing in fact represented a failure of the nation’s aviation security system.</p>
<p>“Our system did not work in this instance,” she said. “No one is happy or satisfied with that. An extensive review is under way.”</p>
<p>Until now, Mr. Obama had tried to strike a balance between signaling that he is on top of the situation and not drawing more attention to it than it already was generating. Each day since Friday, his staff accompanying him here in his home state put out statements indicating that the president was holding conference calls and requesting action of government agencies. But he declined for three days to address it in public himself, cognizant perhaps of warnings by some terrorism experts against elevating such incidents and by extension their authors.</p>
<p>Yet the visual contrasts have been jarring. Pictures of passengers enduring tougher security screening at the airport were juxtaposed against images of the president soaking in the sun and surf of this tropical getaway. Appearing at a Marine base near the Kailua beachfront house he has rented, Mr. Obama on Monday praised the “quick and heroic actions of passengers and crew” but made no attempt to defend the security system that allowed the suspect onto the plane with explosives in the first place.</p>

<p>Sen. Joe Lieberman (I-Conn.) Sunday said that Yemen could be the ground of America&#8217;s next overseas war if Washington does not take preemptive action to root out al-Qaeda interests there.</p>
<p>Lieberman, who helms the Senate Homeland Security and Governmental Affairs Committee, said on &#8220;Fox News Sunday&#8221; that the U.S. will have to take an active approach in Yemen after multiple recent terrorist attacks on the U.S. were linked back to the Middle Eastern nation.</p>
<p>The Connecticut senator said that a government official in the Yemeni capital told him that &#8220;Iraq was yesterday&#8217;s war, Afghanistan is today&#8217;s war. If we don&#8217;t act preemptively, Yemen will be tomorrow&#8217;s war.&#8221;</p>

<p>Lieberman, who is known to be hawkish on security issues, said that Yemen needs to be a focal point because two recent attacks were linked back to a growing al-Qaeda presence there.Maj. Nidal Malik Hasan &#8212; the Army officer who killed 13 people in a shooting rampage at Fort Hood in November &#8212; was linked to Anwar al-Awlaki, a radical Muslim cleric now based in Yemen.</p>
<p>The senator said that Umar Farouk Abdulmutallab, the 23-year-old Nigerian accused of attempting to set off a plastic-explosive device aboard a Northwest Airlines flight from Amsterdam to Detroit on Friday, &#8220;reached out to Yemen&#8221; but was &#8220;not sure&#8221; if he contacted al-Awlaki. Abdulmutallab reportedly told authorities he traveled to Yemen and met al-Qaida figures there.</p>
<p>The U.S. earlier this month <a href="http://abcnews.go.com/Blotter/cruise-missiles-strike-yemen/story?id=9375236" target="_blank">launched</a> cruise missiles at two al-Qaeda targets in Yemen. The attacks represented a major escalation of U.S. efforts against al-Qaeda in Yemen.</p>
<p>Sen. Arlen Specter (D-Pa.), also on Fox, agreed that preemptive strikes should be &#8220;one [option] we ought to be considering&#8221; but added that &#8220;it&#8217;s a big, complex subject.&#8221;</p>
<p>Concerns about Yemen as a breeding ground for extremists have quickly grown since Christmas Day, when Abdulmutallab attempted his attack but was foiled by passengers and crew.</p>

<p>Lieberman praised the Obama administration for reaching out to the government in Yemen about extremism there. But he said that the administration should not release the 90 Yemenis now being held at the military prison at Guantanamo Bay, Cuba.</p>
<p>The White House is attempting to close down the base by releasing some detainees and eventually transferring others to a facility in Illinois.</p>
<p>Lieberman also keyed in on internal improvements on security watch lists, saying the government should cast its net wider in order to stop potential terrorists from boarding planes.</p>
<p>&#8220;We have to be able to, in our age, put 500,000 names on a computer and have everyone that&#8217;s trying to come to the U.S. go through that list,&#8221; he said. &#8220;That doesn&#8217;t mean they&#8217;re convicted of any wrongdoing, but it would be basis enough to take this guy out of the line in Amsterdam and do a full body check.&#8221;</p>

<p>With a pledge to develop a program that does not tolerate discrimination, Los Angeles police officials said Tuesday they are on target to take over the Explorer Program on Jan. 1.</p>
<p>New uniforms, patches and other insignia will be unveiled – along with a new name – to make the long-debated transition of the program from the Learning for Life subsidiary of the Boy Scouts of America to the LAPD’s control.</p>
<p>“There has been a major push to get this together and we are there,” Assistant Chief Earl Paysinger told the Police Commission.</p>
<p>More than 3,000 young people – including the most recent graduating class of 220 members – are part of the program that trains young people to prepare for law enforcement careers.</p>
